Pacific Research & Evaluation (PRE) was established in 1998 by Steven Rider, Ph.D. and Reed Mueller, Ph.D. Our goal is to design and conduct research and evaluation projects that will assist program managers and policy-makers in making data-driven decisions, ultimately helping organizations to improve programs and provide the best possible service to their target populations. We believe that the most effective evaluation work is done within a collaborative relationship, and value our clients’ active involvement in all aspects of the evaluation process. Pacific Research and Evaluation has offices in Portland, Oregon, Silver Spring, Maryland, and Rochester, New York.
